Rules for using MICROMOBILITY DEVICES (e.g., e-bike, e-scooter)

Brookhaven follows the laws of Pennsylvania.

In Pennsylvania, a micromobility device is a lightweight, low-speed personal transportation tool, such as electric bicycles, electric personal assistive mobility devices (like Segways), and electric scooters. Because PA law handles each device differently, their legal definitions and road rules vary significantly. You can review official details directly via the PennDOT Micromobility Information Sheet (see below).

Important notes:

  • Dirtbikes and minibikes, gas or electric, are illegal to operate on roadways unless they are registered and insured.
  • True pedal assisted e-bikes can only be operated by users over the age of 16.
  • Operation of prohibited devices on private property MUST have the property owner’s permission.
  • If your device is not listed on the fact sheet or is not defined in the PA Vehicle Code, is it legal? Devices and vehicles not defined in Pennsylvania law may not be legally operated on highways as defined in the Pennsylvania Vehicle Code including sidewalks, bike lanes, and roads.

Brookhaven Police is actively enforcing the laws surrounding the illegal operation of these devices.
