| Purpose/Goal: |
| Purpose: The Civil Service Commission ensures that the Borough Police Department’s hiring, promotion, and disciplinary processes are conducted in a fair, transparent, and merit-based manner. The Commission operates in accordance with Pennsylvania civil service law, Borough ordinances, and the Civil Service Rules and Regulations approved by Borough Council to uphold integrity, consistency, and equal opportunity in all personnel actions. Civil Service Commission members are qualified electors of the Borough of Brookhaven appointed by Borough Council to six-year terms. Goals: o Maintain a fair and competitive testing and hiring process o Ensure compliance with applicable civil service laws and regulations o Promote transparency and public trust in police personnel decisions o Support the recruitment and retention of qualified candidates Key Responsibilities / Initiatives: o Administer and oversee entry-level and promotional examinations o Establish and maintain eligibility lists for hiring and advancement o Review and certify candidates for appointment or promotion o Hear and decide appeals related to disciplinary actions, suspensions, or terminations o Update rules and regulations to remain compliant with state law and best practices o Support outreach efforts to attract a diverse and qualified applicant pool |
