Pennsylvania law requires municipalities to advertise changes to codes, such as ordinances, by publishing a notice in a newspaper of general circulation at least seven days and no more than 60 days before the adoption date. The advertisement must include the full text or a summary of the proposed change, as well as information on accessing the full text. We typically publish the summary in the Delaware County Daily Times with the full ordinance available through the Borough Secretary.
Starting October 2025, both the newspaper notice and the complete ordinance are also published on the Brookhaven website.

Chapter 482 – Towing, Impounding, and Storage of Vehicles of Brookhaven’s Borough Code of Ordinances is being reviewed and considered for adoption during the January 2026 Council meeting.

The proposed property tax rate for the year 2026 sets the tax on real property at 4.00 mills on each dollar of assessed valuation. This is an increase from 3.50 mills in 2023 through 2025.
The 2026 sewer rental charges varies as to location of property from $516.36 to $763.69.
The 2026 trash fee shall be maintained at $469.83, therefore, there is no increase in the trash fee for 2026.
Proposed Borough Tax Enabling Ordinances
Brookhaven’s Borough Code of Ordinances, Chapters 220 and 230 – Compensation for Members of Council and the Mayor has been updated to increase compensation for the Council members and the Mayor who will be starting their new term in 2026 to the highest amount authorized by the Pennsylvania Borough Code. The maximum allowable compensation for borough officials had not been updated since 1995. This was adopted at the December 2025 Council Meeting.

Chapter 1062 – Parks and Recreation Areas of Brookhaven’s Borough Code of Ordinances has been updated to prohibit the erection of any tents, canopies, cabanas, portable structures, or other similar mobile sleeping or camping facilities in any Borough park or recreational area without the previously obtained consent of the Borough. This was adopted at the November 2025 monthly Council meeting.
