Residential Transfer Inspections

In order to issue Use and Occupancy (U&O) certificates for transfer of property, every residence in Brookhaven is subject to inspection.  This inspection ensures that the property being conveyed meets the safety standards and property maintenance standards of Brookhaven Borough.

Application for Residential Property Transfer Inspection should be submitted as soon as possible in the transfer process, Application can be emailed to permit@brookhavenboro.com and paid online for a quicker response..

Once an application is submitted you will be contracted to schedule the inspection.  Upon completion of the inspection either a U&O will be issued in the name of the buyer or an inspection report will be sent noting violations.  The seller can make the repairs necessary and a Use and Occupancy certificate can be issued, or if a property is to be sold as is a one year Temporary Use and Occupancy certificate or a temporary access certificate will be issued . Re-inspection of items after repairs have been completed can be scheduled with the inspections office. Q1. Where are smoke detectors and CO detectors required?
UPDATED 7/1/2024: Every Dwelling must have one smoke detector on each floor located in common space, each sleeping space must also have a smoke detector. Units with fuel burning appliances or a garage must have a CO detector located in the common space directly outside of the sleeping space or in the sleeping space if the fuel burning appliance is in the sleeping space.  
Q2. Where do I need extinguishers?
Most houses and apartments need only 1 extinguisher located in the kitchen. That extinguisher must meet the following conditions:
It must be rated 1A:10B:C minimum.
It must be in good usable condition.
It must be within the manufacturers service life as indicated by the date code.
Additional extinguishers may be required in garages or workspaces.
