Contractor Registration & Permits

Licensing

Anyone, other than a homeowner working on their own home, performing Contractor, Plumbing, Mechanical, and or Electrical Work must register with the Borough.  In order to register you must provide the Borough with proof of liability insurance and Workers’ Compensation or in the case of a sole proprietor a Workers’ Compensation Exemption statement

Those working on residential properties must have and provide a state issued Home Improvement Contractor license. The fee for a contractor license is $100 and a license must be obtained for each category of work to be performed. Home improvement contractors covered under the Home Improvement Consumer Protection Act (HICPA) are exempt from the fee for a “Contractor” license only, provided the work being performed complies with the provisions of 73 PS 517.1 et.

Contractors performing work on commercial properties or contractors working on new construction are not exempt from the fee.

The Application for Contractor Registration & License can be submitted by email permit@brookhavenboro.com , postal mail, or in person, but will not be processed until all documents and payment is received.

Permits

Building Permits are required for most projects in the Borough.  The few exceptions are siding, window replacement, and some repairs.  For those projects an application is to be filled out but no fee will be charged and no permit will be issued.

No work is to be started on any project without a permit being issued with a few exceptions.  The permits for these projects are to be applied for the next business day.  

  • Broken pipes inside or outside a home causing sewage backups or water leaks
  • Heater replacement due to loss of heat during winter months.
  • Other repairs that are necessary to insure health and safety.

The Building Permit Application and accompanying documents may be submitted by email, postal mail, or in person, but will not be processed until all required plans, specifications, and accompanying documentation are received and payment is rendered.  No permit will be processed unless the applicant has a license issued, if required.
