Tax Information

Earned Income Tax (EIT)

  • All residents of Brookhaven who have earned income are required to pay a 1% Earned Income Tax (EIT), ½% for Brookhaven Borough and ½% for Penn Delco School District.
  • Non-residents that work in the borough are also required to pay a 1% EIT.

  • Access Keystone’s e-file for the easiest and fastest way to file your EIT tax return and be sure to file your EIT return every year by April 15.

Residents of Brookhaven Borough are sent 3 tax bills each year – Borough, County, and School.

  • All unpaid taxes will be liened at the County Tax Claim Bureau for payment. Please call the Tax Collector’s office for amount due for these fees.
  • Any resident requesting a paid receipt of their tax bill, must include a self-addressed stamped envelope. Payments received without the envelope will not be returned to the resident.
  • All unpaid taxes, except sewer and trash fees, will be liened at the County Tax Claim Bureau for payment. For more information, see the Delaware County Treasurer’s Office information on Back Year Taxes

The Community Action Agency of Delaware County, Inc. will be scheduling appointments for their FREE tax preparation sites in Chester, Boothwyn and Darby beginning early January. For an Appointment with an IRS certified tax preparer, call 610-833-4443

Borough tax bills are sent out each year in mid February. This bill includes the borough tax as well as the sewer fee and trash fee, if applicable.

  • If payment is made prior to March 31st, a discount of 2% will be deducted from the borough tax portion of the bill. There is no discount on the sewer or trash fees.
  • If payment is made between April 1st and May 31st, the tax will be due in the face amount.
  • Any payments made after June 1st will be charged a 10% penalty.

Your canceled check is your receipt of payment for your borough taxes, BUT if you would like a receipt, you must send a self-addressed stamped envelope along with the entire tax bill (not just the bottom portion).  Note: The top portion of your tax bill will be stamped ‘Paid’ and sent back to you as your receipt.

Sewer Fees: Vary as to location of property
Trash Fee: $440.47 per household (Condominiums in the Borough do not have a trash fee.)


County Taxes

County tax bills are sent out each year in mid February.

  • If payment is made prior to April 1st, a discount of 2% will be deducted from the county tax.
  • If payment is made after April 1st and by June 1st, the tax will be due in the face amount.
  • Any payments made after June 1st will be charged a 10% penalty.

School Taxes

Penn-Delco School Taxes tax bills are sent out each year in July.

  • If payment is made on or before August 31st, a discount of 2% will be deducted from the school tax.
  • If payment is made on or before October 31st, the tax will be due in the net amount.
  • Any payments made after November 1st will be charged a 10% penalty.

Rebates

Residents may be eligible for rebate programs:

  • Senior citizens with a household income less than $35,000, may be eligible for a Trash Rebate. More information and forms are available at the Borough Office or click here to access Trash Rebate form.
  • Residents 65 or older, widows/widowers 50 or older, and those with disabilities 18 or older, with a household income less than $35,000 ($15,000 for renters) may be eligible for the PA Property Tax/Rent Rebate.

Notice to Mortgage and Settlement Service Companies:

The following requests must be made in writing and accompanied with the necessary fees, payable to Laura Reed – Tax Collector.

  • Certification that will include Borough, sewer, and trash fees (if applicable), for 4 years (Fee = $30.00 per folio)
  • Duplicate bill (Fee = $10.00 per folio)
  • Payments made without tax bill (Fee = $10.00 per folio)

Non-sufficient funds (NSF) fee is $30.00. This fee is payable to: Borough of Brookhaven, Tax Collection

Note: A Tax Certification will not be processed without the proper fee.
